Alexander has significant experience in legal consulting in various areas of foreign trade and customs as well as in carrying out customs verifications in the framework of customs inspections and offering expert pre-investment customs assessments. In particular, he is experienced in advising clients on customs planning issues through optimizing customs payments, including customs valuation issues (in particular, related parties transactions, royalty etc.), implementing customs regimes and assessing the flow of goods and customs procedures. He also has a deep knowledge of customs issues which arise in connection with the manufacture of goods in Russia, the restructuring of import operations, the implementation of simplified customs procedures and a range of other matters. Alexander was involved in preparing the Russian Customs Code, the Russian customs valuation legislation, the Customs Code of the Customs Union of Russia, Belarus and Kazakhstan, the Federal Law "On Customs Regulation in the Russian Federation" and several decisions of Customs Union Committee. At present Alexander continues to cooperate as an expert with the Ministry of Economic Development of Russia, the Ministry of Industry and Trade of Russia, the State Duma deputies in working out the amendments to the customs legislation.
Alexander worked with the state customs authorities for six years. Prior to joining Pepeliaev Group in 2009 Alexander worked for three and a half years in the Moscow office of Deloitte & Touche. By the time he left the firm, he occupied the position of Senior Manager in the Tax and Legal Department.
