Biography

Ms. Turner's primary area of practice is environmental law from both the legal and regulatory perspectives.

Representative Experience

· As Director of the West Virginia Department of Environmental Protection's Division of Water and Waste Management, managed the NPDES permitting, TMDL/impaired waters program, Clean Water Act State Revolving Fund, 401 water quality certification, groundwater, and non-point source water programs, solid and hazardous waste programs, and numerous other regulatory and non-regulatory water and waste programs.

· One of two state representatives with the United States Environmental Protection Agency's Office of Water in Washington, D.C. in the development of national water program goals and targets for EPA's national strategic plan

· Work with the DWWM also resulted in extensive involvement in water quality and quantity issues faced by the coal industry

· Served as the Managing Attorney for the DEP's Office of Legal Services, handling numerous administrative appeals, civil action, and other legal proceedings
