    Biography

    Amie represents clients in the energy industry before the Federal Energy Regulatory Commission ("FERC"). Amie has particular experience with transmission related issues, such as compliance with national and regional reliability standards, open access transmission tariff ("OATT") provisions, and FERC regulations related to Standards of Conduct ("SOC"), Code of Conduct and OASIS posting requirements. In addition, due to increased focused on the development of renewable energy, Amie has examined FERC's transmission and interconnection queuing practices.

    Representative Experience

    Represented one of the nation's largest banks in the financing of a 55MW utility-scale solar facility (approximately $250MM in value) in New Mexico. The bank provided the construction financing and will provide the long-term financing.

    Provided counsel and assistance to several utilities with audits conducted by Electric Reliability Organizations ("EROs") and/or the North American Electric Reliability Corporation ("NERC"), assisted utilities in completing self-reports made to EROs, and in the defense of possible violations of reliability standards by utilities before the EROs and NERC.

    Provided counsel to utilities with compliance with NERC's Reliability Standards.

    Provided counsel and assistance to several utilities with audits and investigations by FERC's Office of Enforcement (formerly the Office of Market Oversight and Investigations) regarding compliance with FERC's Standards of Conduct, Code of Conduct, and OASIS regulations and compliance with the utilities' open access transmission tariffs.

    Defended a utility in complaint regarding transmission queuing practices.

    Provided advice to utilities on FERC's incremental pricing policy including filing of a transmission service agreement with incremental pricing.

    Led review of transmission transactions and compliance with OATT and FERC regulations. Counseled utilities regarding interpretation and implementation of the utilities' open access transmission tariffs.

    Provided advice and counsel on the implementation of FERC's Order No. 890.

    Co-counsel in review of utility's relationship with its affiliates in light of FERC's Standards of Conduct and Code of Conduct requirements.

    Reviewed and negotiated wind energy interconnection agreements for several investor owned utilities.

    Counseled utilities regarding generator, load, and transmission interconnection agreements.

    Counseled utilities regarding the implementation of FERC's Large Generator and Small Generator Interconnection Procedures.

    Regulatory Counsel to utilities before a FERC Administrative Law Judge; including taking depositions, drafting testimony and drafting briefs.

    Assisted in representing investor-owned electric utility in regulatory and corporate planning of the spin-out of its transmission business to a separate entity.

    Represented investor-owned utilities in numerous open access transmission tariff filings with FERC.

    Co-regulatory counsel to several utilities involved in regional transmission organization ("RTO") and independent system operator development/ negotiations.

    Counsel to electric utilities regarding regulatory compliance best practices.
