Andrew M. Miller concentrates his practice on civil litigation matters. Mr. Miller has represented individual and institutional clients in areas including congressional investigations, actions under the False Claims Act, corporate internal investigations, and various civil fraud matters. He also has experience handling litigation involving securities, antitrust, environmental, and intellectual property issues.
Prior to joining Blank Rome, Mr. Miller worked for a private law firm in Washington, D.C. Immediately following law school, he served as a judicial law clerk to the Honorable Harold R. DeMoss of the United States Court of Appeals for the Fifth Circuit. Mr. Miller was also an adjunct professor of law at the University of Houston Law Center.
While attending law school, Mr. Miller was the editor in chief of the Houston Law Review. Mr. Miller also served as a judicial intern for the Honorable David Hittner of the United States District Court for the Southern District of Texas.
Representative Matters
· Advise clients in connection with government investigations related to the False Claims Act and the Anti-Kickback Act, including auditing and compliance issues.
· Successfully defended government defense contractor in federal district court against charges that the client defrauded the United States government under the False Claims Act.
· Defended a former administrator of the Office of Management & Budget's Office of Federal Procurement Policy in federal district court on charges of making false statements and obstructing official investigations.
· Represented numerous government contractor clients before the U.S. House of Representatives Committee on Oversight and Government Reform.
· Represented a client before the U.S. Senate Committee on Homeland Security & Governmental Reform.
· Represented a former administrator of the Food & Drug Administration with regard to disclosure obligations of certain securities transactions.
· Successfully obtained dismissal of a former president of a Fortune 50 company in three separate consolidated shareholder derivative class actions.
Community Service & Affiliations
Andrew Miller participates in the firm's fundraising and volunteer efforts for United Way every year, and was a member of the United Way Committee in 2011.
