Tony is a member of the Regulatory Compliance and Government Litigation practice group. His practice focuses on multistate regulatory work, consumer protection, civil and criminal litigation and administrative law matters. Previously serving as the Attorney General of Virginia from 1977-1978, Tony is well versed in attorney general matters and has developed a practice surrounding client issues with State Attorney General offices. He formed and headed a legislative practice group, which is now the Troutman Sanders Strategies subsidiary group where he is a member of the board of directors. He formed and headed the Tobacco practice group as well as Attorney General practice group which is now the Regulatory Compliance group. In addition to representing clients in single and multi-state enforcement action by State Attorneys General, Tony's practice also includes commercial advertising, tobacco, antitrust, first amendment litigation, and other litigation, both civil and white collar criminal defense.

VA State Pharmacy Board v. VA Citizens Consumer Council- First case to apply First Amendment protection to commercial speech.
Tobacco
Tobacco Institute - Served as Virginia Counsel and involved with tax issues, clean indoor air issues, regulatory issues and smoking bans.
Brown, Williamson & Lorillard - Involved in handling tax issues, clean indoor air issues, regulatory issues and smoking bans.
CTMA - Helped form and provided counsel to, trade association of NPM's (Now Participating Manufacturers).
Litigation Regulation and Legislative Issues - tobacco master agreement.
Multi-state Attorneys General Investigations
Represented a number of various clients investigated by joint multi-state task forces of Attorneys General, including: task forces dealing with prescription drug pricing; prescription drug abuse; prescription mail order pharmacies; alcohol, wine and beer industries; independent tobacco companies; car rental companies; among others.
Antitrust
Criminal and civil involving a number of industries including road building, soft drinks, softball, pharmaceuticals, agricultural, rendering and professions.
Other Litigation
Represented, in U.S. District Court in Virginia, a group of Church day care centers in defending a Virginia statute that exempted such centers from licensure. Case was brought by a for-profit day care center and involved both the Establishment and Freedom of Religion prongs.
Represented, in U.S. District Court in Iowa, the Prison FellowShip Ministry, in determining if a contract with the State of Iowa, allowing prisoners to volunteer to take classes taught by PFM inside the prison facilities, violated the Establishment Clause.
U.S. v. All Ports, Inc. Represented scrap metal dealers charged in a 47 count indictment of numerous violations of the Arms Export Control Act and related money laundering charges.
U.S. v. Moody. Represented a former State Senator charged with 21 counts of mail fraud, conspiracy and perjury.
Commonwealth v. Smithfield Foods, Inc. Complex environmental litigation brought both by the EPA and the Virginia Department of Environmental Quality.
