Arthur H. Bill is a retired partner with Foley & Lardner LLP, where he was a member of the firm's Transactional & Securities Practice. Mr. Bill's practice focused on public and private offerings of securities, the responsibilities of public corporations and their directors and officers under federal securities laws, and public company corporate governance issues. In addition, he was involved in mergers and acquisitions and general corporate advisory matters.
Mr. Bill advised corporations and other business entities in connection with their formation, the raising of capital, and business combinations and acquisitions. He assisted clients in complying with provisions under the Securities Exchange Act of 1934 and the Securities Act of 1933, as well as advising with corporate governance matters.
Prior to joining private practice, Mr. Bill served as an attorney in the Division of Corporation Finance of the Securities and Exchange Commission. In that capacity, he reviewed and commented on registration statements relating to public offerings of securities, proxy statements, periodic reports, and other filings made with the Commission. He prepared "no-action letters" and participated in proposed rule-making and other projects, ultimately serving as senior branch attorney.
Mr. Bill was a member of the American Bar Association and the Federal Regulation of Securities Committee of its Section of Business. He is the author of the Audit Committee Guide published by Bowne & Company and has written articles on securities law and has also lectured on capital raising and securities law issues before seminars sponsored by a variety of organizations.

A graduate of the Boston University School of Law (J.D., 1969), Mr. Bill received his B.A. degree from Rutgers University (1963). He was a member of the District of Columbia and Maryland Bars and has also been admitted to practice before the U.S. Supreme Court and the U.S. Court of Appeals for the District of Columbia Circuit.
