Bart Cowan has been involved in legal matters relating to nuclear power and power generation facilities since 1961. As chief outside counsel for Westinghouse Electric Corporation, Bart has spent most of his professional time since 1969 on matters relating to licensing and regulation of commercial nuclear power plants and other nuclear facilities and has testified on numerous occasions as an expert witness on nuclear power licensing and regulation. The remainder of his professional time has involved counseling clients in the corporate and labor law areas.
Representative Matters
· Served as lead counsel for Westinghouse in obtaining design certification for the Westinghouse advanced passive nuclear power reactor (AP-600), and is counsel in the effort to obtain design certification to the advanced AP100 nuclear reactor;
· Participates in nuclear industry efforts relating to standardization of nuclear power plants in the United States;
· Involved in international activities relating to providing of nuclear power facilities and technology in a number of foreign countries;
· Served in numerous Atomic Energy Commission and Nuclear Regulatory Commission rulemaking proceedings, including the proceedings on Emergency Core Cooling Systems, Generic Environmental Impact Statement - Mixed Oxide Fuels (GESMO), and Revision of Backfitting Process for Power Reactors;
· Involved in matters relating to reform of the nuclear regulatory and licensing process, including matters relating to standardization;
· Involved in construction and/or operating license proceedings for more than 35 domestic nuclear power plants;
· Involved in licensing activities associated with certain foreign reactors, including nuclear export licensing proceedings for export of nuclear power reactors;
· Provided counsel in connection with matters relating to U.S. Department of Energy enforcement activities with respect to government-owned contractor-operated facilities managed under contract with the DOE.
