Mr. Helmick's primary areas of practice are business expansion, economic development, government relations and public finance.

· Represent numerous business clients in state and local governmental relations matters
· Draft and promote legislation and administrative rules before the West Virginia Legislature and Executive Branch
· Experience in drafting motions, memoranda of law and appellate briefs in federal and state courts resulting in published opinions
· Provide testimony before various legislative committees
· Negotiate business locations and expansion involving incentive application, property acquisition, tax and law use planning issues
· Evaluate client-specific needs and forming limited liability companies, corporations and partnerships
· Experience in public-private project financings (including the use of multiple governmental funding sources in conjunction with private funding sources)
