Carl Weissburg is of counsel with Foley & Lardner LLP. Mr. Weissburg is a member of the Health Care Industry Team. As one of the founding principals of Weissburg & Aronson Inc., which merged with Foley on February 1, 1996, Mr. Weissburg has many years of experience as a health care business attorney.
Mr. Weissburg has been involved extensively in mergers and acquisitions, as well as the formation and operation of independent practice associations, preferred provider organizations and prepaid health plans. His practice focuses on structuring integrated delivery systems and managed care issues. He frequently advises clients in connection with the negotiation of managed care and Medicaid and Medicare contracts on a capitation basis.
Mr. Weissburg is executive director and legal counsel to the United Hospital Association, an association of approximately 100 hospitals in the state of California. In this capacity, he was instrumental in creating the Association's hospital malpractice and workers' compensation insurance programs. For 38 years, he has represented the Federation of American Hospitals, a national association of hospitals and health systems located in more than 40 states, and resigned his position as of December 31, 2008. He served for approximately ten years as general counsel to the California Hospital Association, a statewide association of approximately 400 hospitals and health facilities in the state of California. He was a member of Committee III (Facilities) and Committee VII (Priorities) of the Statewide Task Force for the development of the first state plan for health that was conducted under the auspices of the state of California, Office for Comprehensive State Planning, pursuant to the provisions of Public Law 89-749. He also was a member of the Steering Committee, Physician and Hospital Conference, California Regional Medical Programs Area V, and California Health Facility Regulation Reduction and Simplification Task Force on Health Services Operations.
Mr. Weissburg has lectured on health law at the Graduate School of Management and School of Public Health at the University of California, Los Angeles, as well as in seminars conducted by the extension departments of the University of California, Los Angeles and the University of California, Berkeley. He is a national lecturer on health care matters and is the author of numerous articles on health law.
Mr. Weissburg is a founder and past president of the California Society for Healthcare Attorneys. In recognition of his experience, he has been Peer Review Rated as AV® Preeminent™, the highest performance rating in Martindale-Hubbell's peer review rating system and has been selected by his peers for inclusion in The Best Lawyers in America® for the past 20 years in the health law field. On October 27, 1988, he was the recipient of the California Association of Hospitals and Health Systems' Award of Merit, in recognition of his achievements.
On May 29, 2003, Mr. Weissburg was honored as the 2003 Leader of Today by the UCLA Health Services Alumni Association.
A graduate of Boalt Hall School of Law, University of California, Berkeley (J.D., 1957) and the University of California, Los Angeles (B.A., with honors, 1954), Mr. Weissburg was admitted to the California Bar in 1958.
