Carla Young focuses her practice on the federal tax issues relating to the issuance of tax-exempt and tax credit bonds by state and local governments. Prior to joining the firm, she was an Attorney and Assistant Branch Chief in the tax-exempt bond branch at the Internal Revenue Service, Office of Chief Counsel, Financial Institutions and Products Division, from 2006 to 2009, where she was responsible for drafting published guidance, private letter rulings and technical advice memoranda.
While at the IRS, Carla worked on guidance relating to bond provisions of the American Recovery and Reinvestment Act, including Build America Bonds and assisted the IRS with the initial implementation of the direct payment program for these bonds. She also worked on regulations on arbitrage and payments in lieu of tax, and guidance on tax-exempt bonds in disaster areas, federal guarantees, single and multifamily housing bonds and the voluntary compliance program for tax-exempt and tax credit bonds. Carla worked on a variety of private letter rulings including rulings on the private activity bond tests, multifamily housing, and qualification as an on-behalf-of issuer. She also served as the Chief Counsel representative to the tax-exempt bond Focus Group, which provides assistance to IRS agents in connection with bond audits.
Prior to working at the IRS, Carla was in private practice where she represented issuers, underwriters and borrowers in tax-exempt bond financings, including transactions involving affordable and senior housing, single-family housing, 501(c)(3) organizations, general obligation bonds, exempt facilities, transportation and other projects.
