Carlos E. Gutierrez has more than six years of experience counseling energy industry participants in federal and state energy regulatory matters, primarily before the Federal Energy Regulatory Commission and state public utility commissions. His practice focuses primarily on electric and gas industry matters such as:
· Federal Power Act and Natural Gas Act regulation and compliance
· energy-related financial transactions
· interconnection agreements
· power purchase agreements
· ISO/RTO energy markets and governance
· tariff drafting and ratemaking
· NERC electric reliability standards
Prior to joining Blank Rome, Mr. Gutierrez worked for five years as an energy attorney at the New York Power Authority, the largest state-owned electric utility in the United States.
While in law school, Mr. Gutierrez was a general editor of the Cornell Journal of Law and Public Policy.

· Represented a private equity fund in the acquisition of a large gas and electric energy services company.
· Represented a large transmission owning utility in numerous administrative proceedings before the FERC.
· Represented a large, multi-state electric utility before the FERC regarding mandatory reliability matters.
· Represented the owner of a midstream gas gathering pipeline regarding New York energy regulatory matters.
· Represented a large financial institution in the procurement of electric energy.
· Represented a large load serving entity in numerous ratemaking proceedings before the NYPSC.
· Represented multiple energy service companies in refinancing and merger transactions.
