Carol Cocheres has extensive experience in public finance and municipal law. She serves as bond counsel or underwriter's counsel in financings for municipalities, school districts, municipal and redevelopment authorities and economic development corporations. She also represents businesses and nonprofit corporations in a variety of financing transactions, as well as representing banks and financial institutions in their roles as trustee, lender or letter of credit provider. Carol has served as Member-in-Charge of the Harrisburg Office and as a member of the firm's Board of Directors.
Representative Matters
· Represents clients in public finance transactions including general obligation debt, sewer and water revenue bond issues, health care facility financings, solid waste financings, airport/revenue note and bond issues and low-income housing tax credit syndications;
· Coordinated complex multi-faceted financing transactions and has worked with investment bankers and financial advisors in structuring creative financing techniques such as combining tools available under state and federal statutes to leverage funds and benefits for projects undertaken by municipalities, economic development corporations, redevelopment authorities, private developers and businesses with products available in the financial markets;
· Utilizes financing tools such as tax-exempt financing, tax increment financing, tax abatement, federal and state tax credit programs, and various federal, state and local government grant and loan programs, while market techniques may include public bond issues, private placements, lease-purchase arrangements, variable rate convertible debt, interest rate swap agreements, forward purchase delivery agreements and other financial derivative products;
· Development of public infrastructure such as water, sewage and parking facilities, streets, sidewalks and access ramps; industrial/corporate parks; commercial office buildings; resource recovery facilities; airport facilities; and housing.
