Carrie F. Fletcher is a counsel in the International Trade group in the firm's Washington, DC office.
Experience
Carrie's practice focuses on the U.S. regulation of international trade, including export controls and sanctions, U.S. customs law, trade remedies, and the Foreign Corrupt Practices Act (FCPA). Carrie primarily counsels clients with respect to compliance with the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and the sanctions programs administered by the Office of Foreign Assets Control (OFAC). She represents U.S. and multinational clients from a variety of industries, including chemicals, aerospace, defense, electronics, software, medical devices, and automotive, on matters ranging from day-to-day compliance, licensing, and classification and commodity jurisdiction, to internal investigations and civil enforcement proceedings.
Carrie graduated with high honors from Guilford College and earned her J.D. with honors from the George Washington University Law School. At George Washington, Carrie served as Managing Editor for The George Washington Law Review and was a member of the Moot Court Board.
Before joining Crowell & Moring, Carrie practiced poverty law with the Neighborhood Legal Services Program in Washington, DC.
Carrie is a member of the Maryland and District of Columbia bars.
