Charles brings to the firm an extensive background in aviation policy and international trade, from his past tenures with the U.S. Department of Transportation, the U.S. International Trade Commission, and the U.S. Department of Commerce. He currently serves as Counselor of the American Society of International Law. Charles' practice includes all aspects of international trade, with particular emphasis on government regulation of international trade, including representation in unfair trade actions and export controls. Due to the broad commercial and international aspects of his practice, Charles provides representation before executive branch departments and independent regulatory agencies, as well as in related litigation and appellate work.
