With deep experience in strategic and tactical decisions affecting transportation, infrastructure and supply chain management, Chip creatively assists clients in regulatory obligations, transactions, federal and state government relations, government investigations, and alternative dispute resolution. He effectively builds bridges between the public and the private sectors, bringing nearly two decades of government service to his legal practice.

Chip held senior appointments as chair of the federal Surface Transportation Board, chief executive officer of the Virginia Department of Transportation, and associate administrator for policy and governmental affairs at the Federal Highway Administration.

Chip's noteworthy government accomplishments include:

•While running Virginia's transportation department, confronted a federal investigation into alleged violations of environmental law. This effort entailed retaining private outside counsel for the agency, reorganizing the agency to emphasize environmental compliance, conducting the first agency-wide environmental audit, and strengthening environmental procedures and controls. The investigation was dismissed after approximately one year with no charges filed.

•As Associate Administrator of the Federal Highway Administration, coordinated the successful effort to draft and negotiate a 5-year, $286 billion reauthorization of the federal surface transportation program. This was the largest non-defense, discretionary federal funding program in government.

•At the Surface Transportation Board, reorganized the agency to improve customer service and to improve employee morale. Revised the agency's dispute resolution procedures to facilitate access to the process and to expedite decisions. As a result of these efforts, the agency was recognized as the best place to work in the federal government.

Chip also served as counsel and the chief of staff for two members of Congress, including Congressman Bob Goodlatte, who chairs the House Judiciary Committee. Chip also worked as counsel on the House Committee on Government Oversight and Reform.

Before joining the firm, Chip was a partner at Williams Mullen.


•Represented a large private equity investment firm and a large freight rail holding company in a major acquisition of a competing rail holding company. Assisted with the federal regulatory merger approval process at the Surface Transportation Board. The merger received government approval and closed on a tight schedule, saving clients significant time and money. The New York Times listed the merger as one of the top ten deals of 2012.

•Advised largest operator of retail shops in airports across the U.S. in securing new seven year contract at Reagan National Airport for retail services.

•Managed mediation process for a freight railroad client in an effort to resolve a contract dispute involving millions of dollars of oil rail car traffic handling.

•Represent a large trade association in a pending rulemaking proceeding at the Surface Transportation Board. Drafted and filed two rounds of comments on an issue that triggered a Federal Circuit split and a petition to the U.S. Supreme Court before the STB intervened to assert jurisdiction.
