Throughout Charlie's 35-year legal career, most of his work has been for manufacturing and technology clients, such as manufacturers of chemicals, engines, machinery, metals and military ordnance.
His nationwide practice focuses on environmental law and has covered sites and facilities in more than 30 states. He provides counsel on a full range of environmental, health and safety matters; enforcement defense; environmental remediation; and toxic tort defense involving polychlorinated biphenyls (PCBs).
Charlie has represented government-contractor manufacturing clients at the following Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) remediation locations:
•Liberty Industrial Finishing Superfund site, Nassau County, N.Y.
Ordnance Works Disposal Areas Superfund site, Morgantown, W.V.
Former Air Force plant, Columbus, Ohio (pending matter).
At each location, the United States sought CERCLA response costs from his client and other potentially responsible parties, and Charlie countered with demands for contribution from various agencies, including the Department of Defense (DOD) and the General Services Administration (GSA). In the concluded matters, a Husch Blackwell team was able to assign to the United States a share equal to or greater than the clients'.
