Charles concentrates his practice in the areas of general business and corporate law, public law, land use development and financing, and general business consultation and advice.
Charles represents developers, business clients, and numerous commercial and retail proprietors in the use of public financing tools such as Community Improvement Districts, Tax Increment Financing, Transportation Development Districts and Tax Abatement Programs. He also assists clients with general land use and zoning matters.
Charles works with clients in the acquisition of all interests in real property. This work involves general real estate transactions, traditional financing and other concerns related to such transactions. Charles is also versed in obtaining necessary local governmental approvals, which take place as part of property acquisitions involving real estate development projects.
Charles works with a large number of clients providing advice and consultation related to various issues on a value-added basis. He approaches providing legal services in a results-oriented manner and assists clients in evaluating the impact of any decision on the client's balance sheet. Charles provides a tailored economic analysis for his clients, which assists in the evaluation of asset protection, asset growth and economic development risk allocation.

· Represented clients in the formation of numerous special taxing districts, including the first Sales Tax Community Improvement District in the state of Missouri and one of the first such districts in the state of Kansas
· Represented a multi-family residential developer in undertaking and obtaining public financing for a $57 million Redevelopment Project in Kansas City, Mo.
· Represented the owner of a $300 million performing arts center in the design and award of $47 million in public financing
· Represented the developer of a $35 million rental housing development and Tax Abatement in Kansas City, Mo.
· Represented the developer of a multi-phase retail development including public revenue bonds and Tax Increment Financing
