Biography

Charlie Rose is a partner in the firm's Chicago and Washington, D.C., offices and is the former General Counsel at U.S. Department of Education.

He has 29 years of experience advising educational institutions - including colleges and universities, for profit institutions, k-12 school districts and private schools - state government agencies and municipalities; large corporations; and tribal nations on education, employment, labor relations and other matters.

With a practice that crosses multiple platforms, Charlie provides to his clients clear, in-depth assistance and counseling on matters such as regulatory compliance and reform; education law; union negotiations; developments in public-private partnership policies; employee discipline, counseling and training; Equal Employment Opportunity Commission and National Labor Relations Board issues; and civil rights enforcement and policy guidance.

Charlie also has experience with general corporate matters, including governance, antitrust and trade regulations, copyright and trademark counseling, corporation transactions and litigation.

While General Counsel for the U.S. Department of Education, Charlie advised the Secretary of Education on all legal, regulatory and policy matters for the Department's signature reform initiatives, including:

· American Recovery and Reinvestment Act Discretionary Grant Programs (including Race to the Top, Innovation Fund, School Improvement Fund);

· Public-Private Partnerships

· Program Integrity and Gainful Employment Rulemaking under Higher Education Act;

· Blueprint for the Reauthorization of the Elementary and Secondary Education Act; and

· Implementation of President Obama's Memorandum on Tribal Consultation.

Charlie also managed all Department of Education litigation, including Qui Tam cases under the False Claim Act, and collaborated with the Department of Justice in determining the Administration's position and filing of joint amicus curiae briefs. He organized and participated in the department's first National Conference on Labor-Management Collaboration to Advance Student Achievement.

Prior to his appointment by President Barack Obama in May 2009 as General Counsel of the Department of Education, Charlie represented school districts, municipalities and other public and private employers on all facets of labor and employment law, education law, civil rights and pensions. He served as lead negotiator on hundreds of collective bargaining agreements for a wide variety of major public employers in Illinois. Charlie also advised leading business and education organizations on government relations, public policy and legislation including education reform, labor and employment matters, and pension reform.

He is active in community service and has taught several graduate and law school courses on labor arbitration, collective bargaining and education law. Charlie is a frequent speaker on education and labor and employment matters before business, education and professional groups.

Admitted in Illinois only. District of Columbia Bar application pending; practice supervised by partners of the firm who are active D.C. Bar members pursuant to D.C. Bar Rule 49(c)(8).
