Mr. Shimer, resident in the firm's Richmond, Virginia office, has broad experience in public finance, representation of corporate trustees and privatization. He has served as counsel in hundreds of transactions including bond counsel to the Virginia College Building Authority and Virginia's Commonwealth Transportation Board; underwriters' counsel on bond financings involving Virginia's Commonwealth Transportation Board and the Georgia State Road and Tollway Authority, including the issuance of GARVEE bonds, the Virginia Public Building Authority and the University of Virginia, and the national tobacco Master Settlement Agreement; and counsel to corporate trustees in connection with the issuance of over $25 billion of bonds and notes, including student loan financings and securitizations. Mr. Shimer also has served as privatization counsel to the Virginia Department of Transportation.
Mr. Shimer presented the case study I-495 Project, Public-Private Partnership for Transportation Infrastructure Assets in North America at the Structured Finance Institute Conference in 2008.

September 20, 2013 IRS Releases Proposed Arbitrage Regulations
On September 16, 2013, the IRS published proposed regulations (the Proposed Regulations) in the Federal Register covering several areas relating to tax-exempt bonds, including the determination of the issue price of such bonds. It is important to note that these Proposed Regulations are, for the most part, not yet in effect. While issuers may elect to apply certain portions of the Proposed Regulations, the general rule is that the Proposed Regulations will impact bonds issued on or after 90 days following the publication of final regulations in the Federal Register. For the time being, we will continue to apply the existing regulations (the Existing Regulations) unless it is advantageous to apply the Proposed Regulations to new transactions.

On March 21, 2013 Congress passed H.R. 933-also known as the Continuing Resolution. This was the last hurdle necessary before the CDFI Fund could implement the next stages of the Program.
