Christine Hooks is an associate in Mayer Brown's Washington office and a member of the Tax Controversy practice. She represents taxpayers in all stages of federal tax controversies, with a particular focus on matters with the potential to be litigated.

Prior to joining Mayer Brown in 2012, Christine served as counsel to the Deputy Assistant Attorney General for Civil Trial Matters and practiced as a trial attorney with the Department of Justice, Tax Division. As a trial attorney Christine represented the government as lead counsel in over one hundred tax-related matters, and co-counsel in several other matters, involving a wide range of issues, including the valuation of patented technologies, the tax credit for increasing research activities, and the calculation of overpayment interest on cash bonds later converted into payments. Christine has significant experience litigating in the US district and bankruptcy courts. This experience incorporated extensive motion practice, including successfully moving for judgment on the pleadings on a $445 million claim for overpayment interest. Christine also gained significant experience negotiating numerous favorable settlements and representing the government as lead counsel at depositions and trial. Christine received an outstanding attorney award and two special commendations for her service with the Tax Division.

Christine also has particular experience litigating summons enforcement actions and privilege claims, including serving as lead trial counsel in Valero Energy Corp. v. United States, in which the government successfully enforced an IRS summons by relying upon the tax shelter exception to the tax practitioner privilege. Since joining Mayer Brown she has drawn upon this experience to represent taxpayers in summons enforcement actions and motions involving issues of privilege. She is also a frequent speaker and author on issues related to privilege and summons enforcement.

Prior to her tenure with the Tax Division, Christine also served as a law clerk to the Honorable Nancy B. Firestone of the U.S. Court of Federal Claims.
