Christopher L. Bell's environmental practice focuses on administrative, criminal, and civil litigation and compliance counseling under all of the major environmental statutes addressing air, chemicals, remediation, water and waste. His enforcement experience includes conducting internal investigations in both criminal and civil contexts, responding to grand jury investigations, and negotiating consent, probation, and debarment agreements. Chris is also actively involved in regulatory advocacy under the major environmental statutes, ranging from writing comments to representing clients in rulemaking petitions in the courts of appeals.

Chris advises clients on product regulation (including chemicals, energy efficiency standards and leading-edge issues such as nanotechnology), climate change, value chain management and sustainable development. He is experienced with international matters, including compliance with EU product (WEEE and ROHS) and chemical (REACH) regulations, as well as international requirements for transporting raw materials and waste.

As part of his compliance practice, Chris helps clients evaluate, design, and implement compliance and ethics programs based on the Sentencing Guidelines, as well as environmental management and compliance systems. Chris participated in the original drafting of the ISO 14001 EMS standard and has assisted facilities world-wide implement EMS.

Chris also provides advice on the environmental aspects of transactions, including environmental due diligence and negotiating the environmental terms in deal documents. The transactional work has extended to matters involving climate change, including carbon trading and CDM projects.

Chris has worked with clients in many economic sectors, including oil and gas, chemicals, electricity generation and distribution, transportation (including automotive, aviation and shipping), life sciences, mining, defense, electronics, communications, real estate and construction, consumer products, forestry and wood products, and general manufacturing. He works extensively with technical experts on toxicology, risk assessment and environmental modeling issues.
