An experienced attorney in the area of international trade and supply chain issues, Cortney advises foreign and domestic clients on all aspects of international trade regulation, planning and compliance, including customs, export controls, economic sanctions, embargoes, international trade agreements and preference programs.

She represents clients across various industries, including pharmaceuticals, chemicals, energy, automotive, agricultural commodities, plastics, steel, textile and apparel and consumer electronics.

Cortney's noteworthy experience includes:
•Representing global media and communications clients before the Office of Foreign Assets Control (OFAC) in sanctions investigations.
•Obtaining favorable rulings from U.S. Customs and Border Protection (CBP) with substantial duty savings for pharmaceutical and chemical industry clients concerning country of origin marking and preferential duty qualifications.
•Numerous voluntary disclosures to BIS, the Directorate of Defense Trade Controls (DDTC) and U.S. Census Bureau (Census) regarding compliance issues, including unlicensed exports of goods and technical data.
•Advising large pharmaceutical and biotechnology companies on transfer pricing and customs valuations related issues and establishing value reconciliation programs.
•Assisting a global consumer products company in all phases of a CBP Focused Assessment audit.

Cortney's engagements focus on the production, sourcing and movement of goods and services across international borders. She routinely provides advice on U.S. economic sanctions, export licensing, tariff classification, valuation, country of origin marking, preferential duty programs, IPR enforcement, customs audits and focused assessments, logistics security, penalties and voluntary disclosures.

Cortney frequently writes and speaks on customs related issues, as well as U.S. export controls and economic sanctions. She is very active in the International Law Section of the American Bar Association and is currently serving as co-chair of the section's International Trade Committee.
