Dacia Haddad serves as bond counsel, underwriter's counsel, swap provider's counsel and counsel to underlying borrowers in all types of public finance transactions, including:
· general obligation bond financings
· healthcare financings for 501(c)(3) hospitals and continuing care providers
· higher education financings
· infrastructure and utilities financings
· single and multi-family housing financings
Ms. Haddad received an MPA from Rutgers Graduate School of Public Policy and Administration.
In 2010, Ms. Haddad was recognized as a "Rising Star" among Pennsylvania lawyers under the age of 40.
Representative Matters
· $313,285,000 Revenue Refunding Bonds for a municipally-owned utility consisting of five series of revenue refunding bonds and related interest rate swap transactions. Blank Rome was bond counsel and swap counsel to the City.
· $350,000,000 Single Family Home Mortgage Bonds issued by a state housing finance agency under the Federal stimulus HFA Initiative. Blank Rome was bond counsel to the housing finance agency.
· $40,320,000 Revenue Bonds issued by an industrial development authority the proceeds of which were lent to a non-profit senior living organization under an obligated group master trust indenture structure. Blank Rome represented the non-profit senior living organization and, concurrently with the issuance of the Bonds, negotiated with an existing lender to accept a parity obligation under the master trust indenture.
· $88,610,000 Alaska Railroad Corporation Capital Grant Receipts Bonds (Federal Transit Administration Section 5307 Urbanized Area Formula Funds and Section 5309 Fixed Guideway Modernization Formula Funds). Blank Rome was bond counsel to the Railroad.
· $477,245,000 aggregate principal amount Federally Taxable Revenue Bonds (Qualified School Construction Bonds - Direct Subsidy) and (Qualified Zone Academy Bonds - Direct Subsidy) issued by a state education financing agency in a pool deal structure with thirty-one underlying state school district borrowers. Blank Rome was counsel to the underwriters of the Bonds.

Ms. Haddad is a member of the National Association of Bond Lawyers, the Pennsylvania Association of Bond Lawyers, the Northeast Chapter of Women in Public Finance, and the Mid-Atlantic Chapter of Women in Public Finance. Ms. Haddad is a member of the Board of Trustees of the Alice Paul Institute, a nonprofit organization dedicated to preserving the legacy of Alice Stokes Paul and her fellow suffragists and educating and developing future women leaders. Ms. Haddad is also a member of the legislative committee of the New Jersey Association of Environmental Authorities.
