· Executive Assistant to the Governor of New Jersey (1971-1973)
· Governors Representative to the Delaware Valley Regional Planning Commission (1971-1973)
· Chairman of the Board Newark Comprehensive Health Care Plan (1974-1976)
· Executive Director New Jersey Election Law Enforcement Commission (1973-1976)
· Burlington County Board of Elections as Secretary and later Chairman
· Counsel to the Delaware River Port Authority
· Counsel to the Delaware Bay Authority
· Counsel to the Delaware River and Bay Pilots Association
· Counsel to The Maritime Exchange for the Delaware River and Bay
· General Counsel and member of the board of the International Republican Institute
· General Counsel to the Republican National Committee
· General Counsel to the Center for Democracy
Mr. Norcross also served as the chairman of the Republican National Convention's Committee on Arrangements for the 2004 Republican Convention, held in New York City.

Representative Matters
· Represented The Pittsburgh & Lake Erie Railroad as part of a coalition led by Norfolk Southern to purchase Conrail for the Federal Government
· Represented Pennsylvania Senate GOP in 1990 redistricting including litigation before Pennsylvania Commonwealth Court and Pennsylvania Supreme Court.
· Represented NJ GOP Congressmen in 2000 Redistricting
Community Service & Affiliations
Mr. Norcross is a member of the Federalist Society and the Republican National Lawyers Association. He currently serves as a member of the Executive Committee of the Republican National Committee and is the chairman of the RNC's Standing Committee on Rules. He formerly served as secretary (Ch) of the Burlington County Board of Elections (N.J.) for many years.
Mr. Norcross served in the Judge Advocate Generals Corps, assigned to the U.S. Army Security Agency from 1962 to 1965, stationed in Asmara, Ethiopia.
