David is a senior shareholder of the Davis Brown Law Firm in the Business Division. He has a general practice in, but not limited to, Finance and Public Finance.

SUMMARY

David has been primarily involved in providing advice, as bond counsel to the State of Iowa and its various agencies, instrumentalities, and political subdivisions with respect to all types of public finance. He has also acted as bond counsel to the Iowa Finance Authority in connection with its Underground Storage Tank program and in connection with the issuance of revenue bonds under the Finance Authority's Correctional Facility program.

He has participated in a wide variety of types of financing at all levels of government. He also has acted as underwriter's counsel, issuer's counsel and bank counsel for a variety of different types of financing the State and its agencies and political subdivisions.

REPRESENTATIVE ENGAGEMENTS

David He has acted as bond counsel for the State of Iowa in connection with its issuance of over $5.0 billion of Tax and Revenue Anticipation Notes over the past 25 years.

He has been involved with the Iowa Higher Education Loan Authority (IHELA) since its inception and has been part of the finance team on each of the issues which IHELA has undertaken (over 90 issues aggregating more than $600 million of bonds).

David also acts as bond counsel to Des Moines Area Community College and has been involved in each of DMACCs tax-exempt and taxable financings (more than 55 separate issues) over the past 24 years.
