Dmitry Tuchinsky concentrates his practice in the areas of healthcare regulatory and corporate law. His healthcare practice is focused on representing and counseling clients such as health systems, medical practices and physicians, long-term care facilities, pharmacies, clinical laboratories and other healthcare service providers, as well as entrepreneurs and investors, on various aspects of healthcare transactions, such as mergers and acquisitions, the formation of joint ventures and affiliation agreements, licensure, HIPAA privacy and other regulatory matters. He routinely advises clients on a wide range of healthcare regulatory issues, including fraud and abuse, self-referral, Medicare and Medicaid reimbursement, corporate practice of medicine and fee-splitting prohibitions, and certificate of need and licensure issues. Mr. Tuchinsky is also experienced in handling healthcare information technology matters, including mobile (MHealth) and electronic health records. As part of his corporate practice, he represents and counsels clients on transactional, fundraising, corporate governance and general contractual matters
Prior to joining Duane Morris, Mr. Tuchinsky was senior in-house counsel for a company that owns and operates numerous urgent care facilities in Pennsylvania and New Jersey and started his legal career as an associate attorney in the New York office of a top-tier international law firm. Dmitry Tuchinsky also served in the U.S. Army, 101st Airborne Division, from 1997 to 2000.
Mr. Tuchinsky lives in Philadelphia and is actively involved in the Philadelphia community. He serves as a director on the Board of Philadelphia Veterans Comfort House, which provides temporary housing, food and other essential services to homeless and sick veterans of the U.S. military services, as well as on the Board of RSPN (Russian-Speaking Professional Network of Greater Philadelphia).
Dmitry Tuchinsky is admitted to practice law in Pennsylvania and New York. Mr. Tuchinsky is a 2005 magna cum laude graduate of New York Law School, where he was the Editor-in-Chief of the New York Law School Law Review. He also received an LL.M. from the University of Pennsylvania Law School in 2006 and is a summa cum laude graduate of Temple University (BBA, in Finance). He is fluent in Russian.
