Donald Cunningham is a partner in the firm's Banking & Financial Services Practice Group. His practice focuses on public finance, municipal bonds, corporate finance, local governments, investment banks, and commercial banks. He frequently serves as trustee counsel for banks and corporate trust departments including The Bank of New York Mellon and Regions Bank.
Mr. Cunningham has represented both public and private entities on municipal and corporate financing matters. He frequently serves as bond counsel, underwriters counsel, bank counsel, and trustee counsel. He also has represented several governmental entities as bond counsel, including Louisiana Community Development Authority; Louisiana Public Facilities Authority; City of Shreveport; Caddo-Bossier Parishes Port Commission; City of Broussard; City of Monroe; St. Martin Parish; East Baton Rouge Law Enforcement District; and the City of Youngsville. Mr. Cunningham has also served as underwriters counsel to several institutions, including Citigroup; JP Morgan; Raymond Jones/Morgan Keegan; Merchant Capital; Merrill Lynch; Stephens, Inc.; Crews & Associates; and Sisung Securities, Inc.
Prior to joining Jones Walker, Mr. Cunningham served as Special Bond Counsel to the Louisiana Public Service Commission on ratepayer bond issues. Several of these issues reimbursed Entergy and Cleco following hurricanes Katrina/Rita and Gustav/Ike and created reserves for future storms. Under expanded legislation, the latest transaction reimbursed Entergy for costs related to the abandoned Little Gypsy power plant. These types of securities are issued at very low interest rates and are repaid from assessments on each ratepayers' bill and are rated AAA on their own merit.
