Dorothy Black Franzoni is Chair of Sutherland's Renewable and Alternative Energy team. Dorothy's practice supports the commercial, project development and financial transactions fundamental to the development of nuclear, coal, natural gas and renewable energy projects. She counsels clients regarding project development for electric generating plants, power purchase and sale arrangements, power plant joint-ownership arrangements, power delivery scheduling and bulk system operations matters, federal loan and loan guarantee programs, secured and unsecured loan arrangements, tax-advantaged leasing transactions, and publicly issued and privately placed debt financings.

Dorothy's work also involves a wide range of corporate and regulatory issues affecting electric utilities and representation of utilities in mergers and acquisitions, federal securities laws disclosure and compliance matters.
