Douglas B. Clark is a partner at Foley & Lardner LLP. He is a member of the Environmental Regulation Practice and the Energy Industry Team. Mr. Clark's practice includes providing environmental and regulatory counsel to large and small companies, public utilities, dam owners, trade associations, the State of Wisconsin, and individuals.
Mr. Clark's experience includes regulatory and environmental compliance, permitting, clean up, mergers and acquisitions, insurance coverage, and litigation, including hydropower relicensing and compliance disputes, before administrative bodies and state and federal courts. In recognition of his experience, Mr. Clark has been Peer Review Rated as BV® Distinguished™, a mark of excellence in Martindale-Hubbell's peer review rating system.
Mr. Clark's hydropower practice includes counseling the owners of federally licensed hydropower facilities, including relicensing, operations, compliance, land disputes, and dam failure and dam safety matters at facilities in Wisconsin, Michigan, Maine and Missouri.
Prior to becoming an attorney, Mr. Clark was a geothermal exploration geologist working in California, Arizona, New Mexico, Utah and Hawaii. He graduated from Brigham Young University in 1979. He received a M.S. degree from Yale University in 1981. His J.D. degree is from the University of Wisconsin Law School (1988).
