William Cattan's practice currently deals with transactions in the liquefied natural gas (LNG) industry. Mr. Cattan has represented Qatar Petroleum, and its subsidiaries RasGas and Qatargas, on LNG sales transactions (long-term and spot sales), LNG terminal capacity in Europe and the US, and the development and financing of LNG production facilities in Qatar. A Doha resident since 2004, Mr. Cattan spent a year on assignment to the Legal Department of Qatar Petroleum. Mr. Cattan also has substantial experience in project finance, equipment finance and bank finance transactions. He has worked on power, port, petrochemical and telecommunications projects in the Middle East, Asia, the US and Europe. Mr. Cattan has practiced law previously in New York City, Jeddah, Saudi Arabia and Singapore. Before practicing law, Mr. Cattan served in the White House as Associate Speechwriter and Researcher to then-Vice President George H.W. Bush. Mr. Cattan currently serves as a member of the Board of Directors of the American School of Doha. Representative Matters LNG Transactions · Represented Qatar Petroleum and RasGas in the negotiation of an LNG sales agreement with EdFT Trading Limited, an affiliate of Electricité de France, for up to 3.4 million tones per year to be delivered ex-ship at the Zeebrugge LNG terminal in Belgium; · Represented Qatar Petroleum and RasGas in the negotiation of a long-term LNG sales agreement with Distrigas S.A. for approximately 2 million tones per year to be delivered ex-ship at the Zeebrugge LNG terminal in Belgium; · Represented Qatar Petroleum in connection with structuring how affiliates of QP hold regasification capacity in US LNG terminals; and · Represented Qatar Petroleum in the structuring of shared facility arrangements between the Qatargas 3 (QP-ConocoPhillips) and Qatargas 4 (QP-Shell) LNG projects. Project Development and Finance Transactions: · Represented the American School of Doha in its $45 million financing of expansion facilities with The Commercial Bank of Qatar; · Represented the commercial bank lenders in the restructuring of the $2.56 billion bank and capital markets financing of the Patton power project in Indonesia - named 2002's "Asia Pacific Restructuring Deal of the Year" by Project Finance International; · Represented the lenders in the $1.5 billion privatization financing of the Ratchaburi power project in Thailand - named 2000's "Project Finance Deal of the Year" by Asiamoney and 2000's "Asia Pacific Project Finance Deal of the Year" by International Financial Review; · Represented The Chase Manhattan Bank and a syndicate of 22 banks in a $900-million credit facility for Caltex Corporation and multiple Caltex subsidiaries; and · Represented the bank lenders and equipment vendors in the $400 million restructuring of the debt of P.T.
