Elizabeth Mayer practices out of the Vancouver office of Davis LLP and is a member of the firm's Project Finance, Infrastructure and PPP, Public Affairs and Construction Groups. Ms Mayer has practiced for many years, in UK law firms and as in-house counsel for Government both in British Columbia and in the UK. In particular, she has experience in public-private partnership (PPP) projects, both on the public and private sector sides.
Ms Mayer was the lead counsel acting for the Province of British Columbia on the PPP projects for the Okanagan Lake Bridge and Phase 2 of the Kicking Horse Canyon. She advised the Province on all aspects of the projects, including procurement, negotiating the project agreements with the successful proponents and co-ordinating commercial and financial close. She also acted for the Province in a number of other partnering arrangements, including the contracting out of the line painting services for BC highways. During her time in the UK, she advised on the establishment of a joint venture energy services company between a company established by the Mayor of London to promote renewable energy and a private sector energy company.
Ms Mayer has considerable experience in tendering and other procurement matters, including advising both public and private sector clients on disputes. She has drafted conditions of tender and requests for proposals and acted as part of and advised evaluation teams in the public sector.
Ms Mayer also has many years of experience as a general corporate lawyer in the UK, advising on M&A, private equity transactions and joint ventures. While working for Government, she has gained experience in a range of public law matters, such as freedom of information, privacy and data protection and vires. Ms Mayer is used to working as part of multi-disciplinary teams, providing both legal advice and a practical approach to meeting clients' needs.
Ms Mayer qualified as an English solicitor in 1987 and was called in British Columbia in 2003. She is a former partner of Fox Williams LLP, a law firm based in the City of London.
Professional Experience
Ms Mayer's recent experience includes:
· Advising short-listed proponents on several projects across Canada, including the South East Stoney Trail in Alberta and the South Fraser Perimeter Road, Fort St John Hospital and RCMP headquarters in BC
· Acting for senior lenders supporting a short-listed proponent on the federal Communications Security Establishment Canada Long Term Accommodation project
· Working as part of a team closing the Forensic Services and Coroners Centre, Ontario Provincial Police Modernization and Quinte Consolidated Courthouse projects in Ontario.
· Leading the team advising the successful proponent on the Surrey Pre-Trial Centre Expansion Project in BC, which included advising on all aspects of the project from commenting on drafts of the project agreement and preparing pre-bid heads of terms, to co-ordinating all aspects of the closing.
· Drafting and advising on the administration of an Alliance-model contract for the construction of a power project.
· Currently advising short-listed proponents on the Billy Bishop Airport Tunnel, Humber River Regional Hospital and Highway 407 projects.
