| Biography | Elliot Dater represents Israeli companies doing business in the United States and U.S. companies and investors doing business in Israel. His practice focuses on defense and technology companies, investors in all stages of private equity financing, mergers and acquisitions, intellectual property, commercial law, government contracting and general corporate counseling. Prior to joining Buchanan, Elliot created an Israeli-related practice for one of the 10 largest law firms in the United States. In the five years he was there, he represented U.S. and Israeli clients in the technology, life science, defense, food and insurance industries in cross border transactions having an aggregate value of approximately $1.5 billion. Elliot spent the previous seven years in Israel, most recently as a partner with the international and technology practice of a leading Tel Aviv law firm. There, he represented early stage companies and investors in venture capital financings and negotiated major cross border transactions for Israeli, American, English, Turkish and Italian clients in software, telecommunications, semiconductors and other technologies. He also acted as both local issuer's and underwriter's counsel on multiple public offerings in the Unites States, United Kingdom and Germany, and he represented clients in commercial and technology licensing transactions. While living in Israel, Elliot also served as general counsel to two publicly traded technology companies, one of which had been delisted from NASDAQ and sued by its shareholders. As general counsel, Elliot settled the shareholder class action, brought the company back into compliance with U.S. securities laws and was part of the team that sold off the company's subsidiaries in order to repay its bank debt, and negotiated the company's commercial, licensing and employment agreements. Prior to his move to Israel, Elliot served as counsel to the Government of Israel, Ministry of Defense, Mission to the United States, in New York. He negotiated multi-year research and development contracts for various branches of the Israel Defense Forces. In addition to his academic degrees, Elliot was a visiting graduate student at The Hebrew University of Jerusalem in 1983 and 1984. Elliot is fluent in Hebrew.
