| Biography | Mr. Piquero received his Law Degree from Pontificia Universidad Javeriana in Bogotá, and obtained a Masters Degree in Law from Konstanz University, Germany (LL.M.1995). Since 1987 he has been engaged in professional practice, mainly in consulting and litigation (arbitration and judicial proceedings) in matters related to public contracts, State domestic and international responsibility and Human Rights Law. He represented the Colombian Government in the Caballero Delgado case (reparation phase), Las Palmeras case, and the case of the Ituango Massacres before the Inter-American Court of Human Rights. Former Minister Counselor of the Colombian Embassy to the U.S. (1997-1998) and Former Director of the Special Affairs Section of the Ministry of Foreign Affairs of Colombia. Former legal advisor to the Office of the Minister of National Defense (1995-1996) and to the First Deputy Procurator to the Council of State. He has been a professor of administrative procedural law and public contracts in both Undergraduate and Graduate courses at Universidad Javeriana, and professor of International State Responsibility at Universidad de los Andes. He was also Editor of the Public Law Magazine at Universidad de los Andes and Director of the Specialization Program in Administrative Law at Pontificia Universidad Javeriana Law School. |
