Florence Prioleau is a partner in Crowell & Moring's Public Policy Group in the Washington DC office where she provides legal and policy advice to clients on a wide range of issues before Congress and the federal agencies. Ms. Prioleau has over 25 years experience counseling clients on the impact of legislative and regulatory requirements on their businesses; providing strategic advice on how to advance clients' concerns about such policies; and advocating clients' positions before Congress and the Executive Branch.
Ms. Prioleau has held several senior legal and policy positions in the federal executive and legislative branches of government. She served as Professional Staff and Counsel to the Committee on Ways and Means of the United States House of Representatives where she was responsible for legislative policy issues within the Committee's jurisdiction. Prior to joining the Ways and Means Committee staff, Ms. Prioleau was a Senior Legislative Assistant for Congressman Charles B. Rangel (D-NY), responsible for the Congressman's Ways and Means Committee matters, including tax, health, income assistance and trade legislation.
As Assistant Director of The White House Domestic Policy Staff, Ms. Prioleau was responsible for policy development and analysis pertaining to social security, Medicare and other related issues. She also served as The White House liaison to Congress, federal departments and agencies, and constituent groups.
The experience Ms. Prioleau gained in government service prior to entering private practice prepared her to represent a diverse array of clients with complex problems before Congress and the federal agencies, including municipal governments; trade associations and nonprofit organizations; educational institutions; public utilities; household consumer product, pharmaceutical, health care, high tech, automotive and food product companies. She led the representation of an international food manufacturer on many fronts (Congress, USDA, USTR) in connection with regulations affecting its food products. Ms. Prioleau also successfully represented before Congress, the FDA and FTC one of the first Internet-based drug stores, licensed in 50 states to fill prescriptions, in connection with burgeoning federal regulation of the industry. Her work on appropriations projects for municipal governments and non-profit organizations has provided a unique insight into sources of federal funding and directed millions of dollars to her clients' projects.

Named by Washingtonian Magazine as a "top lobbyist" in Washington in 1998 and again in 2007, and has been acknowledged as a leading government relations lawyer by Chambers USA: America's Leading Lawyers for Business, 2008 and 2009.
