| Biography | Fran is the senior strategist in the Mintz Levin International Advisory Group, which assists U.S. and international clients doing business internationally. At Mintz Levin, Fran has been involved in a succession of firsts. He established the firm's public finance and bond practices, started the firm's federal, state and local government relations practices, opened the Washington office, doubled the size of the firm during his seven-year tenure as Mintz Levin's chief executive and created ML Strategies, one of the nation's first law-affiliated consulting firms when he stepped down as CEO of the firm. He led Mintz Levin's pioneering charge into technology to ensure that the firm kept pace with fast-moving clients and the changing times. Today, Mintz Levin's 500 professionals are leaders in high stakes litigation, including patent infringement litigation, intellectual property prosecution, particularly in biotechnology, and emerging technologies. Its offices are along the east coast of the U.S. (Boston, Stamford, New York and Washington), in Los Angeles, Palo Alto, San Diego and in London. Its consulting affiliate ML Strategies assists clients with strategic advice and their relations with governments in the U.S. and abroad. The firm is ideally positioned to serve international clients seeking "gateway" locations and representation in the U.S. Fran has worked extensively with governmental and business leaders and entities in the U.S. and abroad. In his role as chief strategic advisor to the American securities industry, he devised the plan for fair competition and taxpayer protection that is the foundation of the historic financial legislation that brought securities firms, commercial banks and insurance companies together. He led the negotiating team that forged an agreement with the Irish government to establish in Dublin, with the assistance of the world-famous MIT Media Laboratory, a new center for digital media research for all Europe. This $150 million project -- Media Lab Europe -- has now been emulated in India. Fran is a chairman of the Mind/Body Medical Institute founded by Herbert Benson, M.D., who holds the Mind/Body Medical Institute chair at the Harvard Medical School. He has long been active in international organizations, including the World Affairs Council and the International Bar Association.
