Experience Frank J. Pagliaro, Jr. is an expert in the area of construction litigation. He is the third generation to have worked in the family construction business which produced, both as subcontractors and general contractors, some of the best known structures in the country, including: the United Nations Building, the Chrysler Building, Shea Stadium in New York City, the CIA Headquarters in Washington, D.C., the San Francisco Federal Building and the Engineering Testing Laboratory at U.C. Berkeley and other buildings in Boston, Philadelphia, Pittsburgh and Memphis. Mr. Pagliaro received his undergraduate degree from the University of Vermont and following graduation from the University of Virginia Law School, he did graduate work at the Hague Academy of International Law at the World Court in the Netherlands. He is a member of both the California and New York Bars. After serving two years as an assistant District Attorney in San Francisco he joined RMKB law firm in 1972 where he serves as chairman of the firm's construction litigation department and chairman of the fidelity and surety department. Mr. Pagliaro is active in the ABA Committee on Fidelity and Surety Law and the Forum on the Construction Industry. He is also a member of the Dispute Resolution Section of the ABA and for a number of years has been honored by the Northern California Super Lawyers® magazine in the areas of construction and surety law. He has lectured on "Structural Failures and Their Causes" at the Graduate School of Engineering at U.C. Berkeley and the College of Engineering at the University of Vermont. He has also lectured on many other topics before numerous architectural, engineering, construction and insurance organizations throughout the country. President Reagan appointed him to serve on a Federal Commission for the Justice Department, and he was asked by the United Nations to assist the Prosecutor's Office for the Bosnian War Crimes Trials. He has been elected to three terms as a City Councilman (Burlingame) and served as mayor twice. Mr. Pagliaro has been appointed as an arbitrator, mediator and special master by judges in several counties. He has arbitrated or mediated over one hundred cases and claims. He has represented construction and design professional clients in litigation in New York, California and in many of the western states, including Arizona, Colorado, Idaho, Nevada and Washington.
