Alex has extensive experience advising and litigating constitutional and governmental issues. He has represented individuals, businesses and governmental entities and has drafted provisions that have become part of the Missouri Constitution.
Alex has been involved in initiative petitions on issues such as legalized horse racing, tobacco taxes, stem cell research and litigation opposing a proposal to repeal the Missouri nonpartisan court plan. Alex has been lead counsel in trial and on appeal regarding diverse issues such as state antitrust issues, local use tax, school finance issues, sale of a television station, defense of personal injury claims and election cases. He was a First Lieutenant and Captain in the Army Judge Advocate General's Corps in the International Law Division at the Pentagon. He taught insurance law at the University of Missouri - Columbia Law School, has acted as counsel and special deputy with respect to insurance companies in receivership, and has represented insurance companies in various matters, including litigation.
