Geoffrey T. Keating is of counsel to the Commercial Litigation Practice Group and a member of the Construction, Government Contracts & Real Estate Team. Geoffrey's practice emphasizes public works, international infrastructure and government contracts. He has been counsel to contractors, engineers, public and private owners and sureties for over 35 years.
Geoffrey has worked on projects for the U.S. Army Corps of Engineers, U.S. Navy, U.S. Air Force, USAID, GSA and other federal and state agencies. Representative projects are the Washington, D.C. subway tunnels, the Chesapeake Bay Bridge and a number of dams, military installations, highways, power plants, ship construction and aircraft production. Internationally, Geoffrey's work has included Afghanistan and Iraq reconstruction, the new U.S. Embassy in Moscow, Iberite power plant in Brazil, pump stations in Egypt, electrical power distribution in Tanzania and various military and civil works in Saudi Arabia, Italy and Mexico. Commercial projects include, process and manufacturing plants, buildings and shopping centers.
Geoffrey advises on the FAR and public contract laws, including payments, terminations, performance requirements, claims and surety issues. He has extensive experience in resolution of complex construction and government contract claims and disputes in the U.S. Courts, contract appeals boards, and domestic and international arbitration. He also serves as a mediator and as an arbitrator for the American Arbitration Association and for the International Court of Arbitration (ICC).
Currently, Geoffrey is an active member of the American Bar Association, Public Contract Law Section and has chaired committees on Construction Claims and Architect-Engineer Services. He was on the faculty of the Stanford University Construction Executive Program. Also, Geoffrey has conducted training on U.S. and international contracts and dispute resolution for U.S. contractors, U.S. government and state agencies, the Sichuan Petroleum Administration, the Saudi Arabian Oil Co., and the United Nations. Recently, Geoffrey was a consultant on public contract law and policy for the new Iraqi Government and the Government of Vietnam.
In General. Geoffrey received his undergraduate degree from Ohio Wesleyan University and his law degree from The George Washington University Law School. He is a member of the Washington D.C. and Maryland Bars; the West Group Construction Advisory Board; the International Law Institute's faculty for procurement law and the Board of Advisors of the Center for International ADR; the American Bar Association Forum Committee on Construction. He also is listed in Chambers & Partners, Leading Lawyers in Construction, Who's Who in International Construction, Best Lawyers in America - Construction Law and Washington, D.C. SuperLawyers. As a member of the American College of Construction Lawyers, Geoffrey served on its Board of Governors (2002-2005). He also has authored and co-authored many articles on construction law.
