Gerald F. Murphy is a counsel in the Aviation, Corporate, and Administrative Law/Regulatory practice groups in Crowell & Moring's Washington, DC office, having first joined the firm as a law clerk during his third year of law school.
Gerry's experience includes advising clients in aviation regulatory matters and commercial aviation transactions. He represents clients, ranging from major U.S. and foreign air carriers to individual and corporate aircraft owners, in a variety of licensing and enforcement proceedings before the U.S. Department of Transportation (DOT) and the Federal Aviation Administration (FAA) and routinely advises clients on Transportation Security Administration (TSA) security requirements. In addition, he counsels clients on the wide spectrum of issues relating to acquisition and investment in the aviation sector, as well as the sale, financing and leasing of corporate aircraft. Gerry was also directly involved in the airline industry's effort to block the FAA's slot auction and lease proposal for the New York City airports, as well as the drafting of the proposed revisions to Parts 125/135 of the Federal Aviation Regulations that have been being recommended to FAA by an Aviation Rulemaking Committee. In addition, Gerry serves as Secretary of the International Aviation Club of Washington, and is also a member of the National Business Aviation Association's Regulatory Industry Advisory Group and its Security Council.
Before joining Crowell & Moring, Gerry interned with the General Counsel's Office for International Law at DOT, where he focused on international economic regulatory issues, such as antitrust immunity, bilateral aviation agreements and citizenship determinations. He also served as an intern for the Honorable Colleen Kollar-Kotelly in the U.S. District Court for the District of Columbia.
Gerry graduated from Loyola University Chicago in 2000, with B.A.'s in Political Science and International Studies, and minors in Spanish and Management. He earned his J.D. from Catholic University in 2003, where he served as Senior Lead Articles Editor on the Journal of Contemporary Health Law & Policy.
Gerry is a member of the District of Columbia and Virginia bars.
