Professional Experience Gerald Garfield is chair of the firm's Energy and Utility Law Department. Gerry's work in the public utility area has included regulatory matters involving the Nuclear Regulatory Commission, the Federal Energy Regulatory Commission, the Environmental Protection Agency, and various other federal and state agencies having jurisdiction over the siting, construction, and operation of power plants. He has also practiced before the state agencies that regulate public utilities throughout New England. Gerry's practice has also included procurement and financing matters involving fossil and nuclear generating facilities, as well as the representation of developers, contractors, and equity investors in the domestic and international power development fields. Gerry has also advised utilities and other investors on utility mergers and acquisitions. Recently, Mr. Garfield's practice has focused primarily on counseling clients regarding the commercial and regulatory arrangements needed for nuclear "new build," including licensing, engineering, procurement, construction, power purchase and ownership arrangements.
