Glenn Rybacki is counsel in the firm's Public Finance Practice Group. He has more than 11 years of experience representing issuers of tax-exempt and taxable bonds as bond counsel and representing underwriters, lenders, borrowers, and trustees in various debt transactions. He has served as bond counsel on general obligation bonds and notes, revenue bonds, refunding bonds, tax credit bonds, pension obligation bonds, state clean water fund financings, and conduit borrowings. These issues have included fixed and variable rates, as well as interest rate swaps and other credit enhancements.
While the focus of his tax practice is advising clients on the issuing, refunding, restructuring, and post-issuing compliance of tax-exempt and tax credit obligations, Mr. Rybacki also provides state and local tax planning and representation to diverse businesses. He has assisted a broad range of clients, from Fortune 500 corporations to start-up entities, in achieving tax savings and maintaining compliance.
Prior to entering private practice, Glenn was a tax manager in the multistate practice group at Deloitte & Touche and a revenue examiner for the State of Connecticut Department of Revenue Services.
