Biography

Heather MacDougall represents employers with regard to all matters involving labor, employment, and occupational safety and health law. A substantial portion of Heather's time is spent counseling and representing companies in traditional labor relations, EEO discrimination charges and litigation and OSHA citations. As a certified Senior Professional in Human Resources (SPHR), Heather provides proactive counseling and guidance to employers on every aspect of the employer-employee relationship.

Previously, Heather was a partner with a large Indianapolis-based firm. In addition, Heather's prior experience includes being appointed by President George W. Bush to serve as Chief Legal Counsel and Special Advisor to the Chairman of the U.S. Occupational Safety & Health Review Commission, the independent federal agency that serves as an administrative court deciding contested OSHA citations. Heather also served as associate general counsel of a Washington, DC trade association representing the senior human resources executives of Fortune 500 corporations concerned with improving labor, employment and workforce policies and practices.

Heather has significant expertise in the representation of national trade associations appearing as amici curiae and of the legislative and regulatory environment affecting employers.

Heather has spoken at the American Bar Association's Occupation Safety and Health Law Committee meetings and has served on the U.S. Chamber of Commerce's OSHA Advisory Committee.

Recent Experience*

· Acts as corporate counsel to a corporate family of enterprises - with 52 production facilities and more than 50,000 employees - on matters involving labor, employment and safety and health law

· Representing a large healthcare system in labor relations matters

· Representing a convenience store chain in a Title VII jury trial

· Representing a national trade association as amicus curiae before the U.S. Occupational Safety & Health Review Commission
