Working with electric utilities and investment bankers across the country, Herbert Short helps his clients raise capital for energy projects through complex financing deals, including publicly issued taxable bond offerings, leveraged leasing transactions, tax-exempt bond offerings, revolving lines of credit, government-guaranteed financings and commercial paper transactions. A senior transactional and securities lawyer, Herbert is also the practice group leader for Sutherland's Energy and Environmental Practice Group, which is composed of more than 60 energy and environmental lawyers in Atlanta, Austin, Houston, New York, and Washington, D.C.
In addition to his work in the utilities industry, Herbert has substantial experience representing clients in corporate and securities transactions, including mergers and acquisitions, bond offerings and other financings. He also advises corporate boards and management before the U.S. Securities and Exchange Commission on corporate governance issues, including Sarbanes-Oxley compliance and regulatory matters.

Sutherland represents Oglethorpe Power Corporation in filing $1 billion shelf registration of first mortgage bonds.
Sutherland represents Oglethorpe Power Corporation in offering more than $255 million tax-exempt pollution control revenue bonds.
