 Holland & Hart attorneys and government affairs professionals assist our clients by actively engaging elected and appointed leaders in the Executive and Legislative arenas at both the federal and state levels.  As a firm centered in the Mountain West and supported by a Washington, D.C. presence, Holland & Hart is well positioned to assist clients in a wide range of regulatory, legislative, and cross-cutting matters.  Our Legislative and Regulatory Affairs Practice Group is a robust team of dedicated professionals, providing sophisticated client service in dealings with local, state and federal government agencies, as well as elected officials.

Our bi-partisan professionals have served both Republicans and Democrats on Capitol Hill and have served in four different Administrations.  They have worked as appointed officials in federal and state agencies and as congressional staff members, and they have been actively engaged in political campaigns at all levels of government.  Because members of this group have proven records of success as public servants, they bring to the practice highly refined advocacy and legal experience.  This combination of substantive legal experience and an intricate knowledge of the legislative and administrative processes makes our team well qualified to help clients assess, develop and meet their objectives before federal, state and local governments.

Services Available

Members of the Legislative and Regulatory Affairs Group:

• Obtain appointments with key policy makers and legal officers in federal agencies and the Executive Office of the President
• Assist agencies in drafting regulations and preparing legal opinions
• Provide agencies with important legal and technical support for regulations, guidance documents, or other administrative decisions
• Present client materials to officials in multiple cabinet agencies
• Draft legislation and testimony
• Build coalitions and develop and implement strategies to assist lawmakers in enacting legislation to address clients' concerns
• Arrange meetings with members of Congress and key committee and personal staff
• Monitor legislation of special interests to clients
• Coordinate between key legislative personnel and executive branch officials on cross-cutting legal and policy issues
• Secure appointments with governors' offices, state policy makers and key staff
• Work with agencies to develop and revise regulatory schemes
• Represent clients in a variety of executive branch contested cases and hearings
• Assist clients in coordinating multi-agency projects
• Advise clients on compliance issues
• Help clients with community outreach efforts and interactions with city and county officials
• Draft legislative language and proposals
• Develop comprehensive legislative and public relations strategies
• Have extensive experience testifying before legislative committees
• Assist clients in developing and preparing for testimony
• Arrange meetings with legislators and staff
• Draft issue papers and policy backgrounders
• Establish and coordinate ad hoc coalitions comprised of members representing diverse interest groups
• Monitor legislative developments and report on areas of interest to clients
• Active in various trade associations which assist in implementing our clients' legislative strategies
