Howard M Rosen is a partner at Peckar & Abramson. He possesses more than 31 years of construction law experience. He represents construction companies and developers in private project transactions and disputes. He also has extensive experience in litigating claims for public construction contractors in various courts and alternative dispute forums. Mr. Rosen has been involved in numerous highly complex arbitrations, representing both claimants and respondents and has been repeatedly successful in using mediation to achieve favorable settlements for clients. Mr. Rosen has successfully defended against multimillion dollar delay claims in state and federal reported court cases and has achieved substantial recoveries of litigated claims on behalf of contractor clients. Mr. Rosen has conducted jury and non-jury trials on breach of contract and construction claims. Mr. Rosen is the former Chairman of the Construction Law Committee of the Association of the Bar of the City of New York. He has organized and chaired a CLE Program on Effective Mediation in the Construction Industry and is a certified provider of a CLE program on the N.Y. Mechanic's Lien Law. He is a former faculty member of the New York University Real Estate Institute, where for many years he taught Construction Law. Additionally, he has published several articles on Construction Law. Mr. Rosen is also the associate Director on the Board of the General Building Contractors (AGC) of New York. He is also a member of the Public Contract Law and Construction Industry sections of the American Bar Association. Mr. Rosen has long held Martindale-Hubbell's highest AV rating along with being recognized in the field of construction law by the New York Area's Best Lawyers in America, Chambers USA, New York Super Lawyers and the International Who's Who of Construction Lawyers.
