Since joining Parker McCay in 1991, Mr. Finkel has represented conduit borrowers and issuers involved in federal tax controversies regarding tax exempt bonds before the Internal Revenue Service and has obtained favorable private letter rulings on noteworthy issues. He has been nationally published in the tax-exempt finance area and serves as tax consultant to firms acting in the capacity of bond counsel in New York, Texas and Pennsylvania.
