Biography

Jacque "Alex" Pucheu joined Adams and Reese in 2011 as Special Counsel in the firm's Baton Rouge office. He has been practicing law since 2004, practicing in public finance, banking, governmental relations and real estate law.

In his public finance practice, Alex has practiced in virtually every area of both tax exempt and taxable public finance in the states of Louisiana and Florida. He serves as bond counsel, underwriter's counsel, issuer counsel and borrower counsel on several different types of fixed rate and variable rate, taxable and tax-exempt transactions for issuers, borrowers and financial institutions. He represents clients on public finance issues regarding bond issuance/financing involving significant interaction with state agencies, Louisiana State Bond Commission and legislative delegations of various municipalities.

He has represented numerous public and private healthcare providers and has experience relating to financings as bond and as underwriters' counsel for health care, educational, and a variety of public facilities. This experience includes financings for 501(c)(3) entities for research facilities, college educational and athletic facilities, charter schools, hospital and clinic facilities, cultural facilities, nursing homes, and assisted living facilities. Many of these financings have been structured as floating or variable rate put transactions involving credit enhancement.

To assist state and local issuers in meeting their infrastructure and other governmental needs, Alex has advised governmental issuers and underwriters in all phases of both general obligation and revenue bond financings as well as both current and advance refundings.

Alex's other representative matters include:

· Experienced in tax matters related to Section 103 of the Internal Revenue Code of 1986, as amended, and the Treasury regulations and rulings related thereto. In all types of traditional municipal and private activity financings, Alex has been responsible, as bond counsel, for the tax analysis regarding compliance with the arbitrage and arbitrage rebate rules.

· Representing a majority of all major national and regional underwriting firms and experience in drafting disclosure documents and addressing the evolving challenges presented to the municipal finance industry by the Securities and Exchange Commission and other disclosure issues.

· Issuer clients include the State of Louisiana, local parish, city and related governmental entities, state agencies, public and private universities, public and private hospitals and related health care providers, industrial development issuers, single and multi-family housing issuers and unique special purpose entities.

Alex's real estate law practice includes commercial and residential lending, asset based financing, securitization financing, real estate development, commercial leasing including 501(c)(3) leasing programs and zoning.

In the legal community, Alex is a member of the Baton Rouge and Louisiana State Bar Associations, the National Association of Bond Lawyers, and the Louisiana Society for Hospital Attorneys.

In the Baton Rouge community, he is a member of Forum 35 and serves on the Board of Directors of Manners of the Heart, which is a nonprofit organization that provides a program and curriculum to schools about strengthening morals, improving social and emotional skills, and increasing respectfulness among children. He also volunteers on various Church projects with The Chapel on the Campus.

Alex served in the United States Marine Corps as a reservist from 1997-2001 with Weapons Company in Baton Rouge.

In his spare time, Alex enjoys spending time with his wife and two daughters. His hobbies include hunting, fishing, playing golf or any other sport.
