| Biography | James M. Gutting, a partner in Barnes & Thornburg LLP's Indianapolis, Indiana office, practices primarily in the areas of municipal finance, government services and business. He regularly serves as bond counsel on financing transactions for local government capital projects which include detention, waste water treatment, public safety, water works, golf course and park improvements and economic development projects, including a variety of revenue, lease transactions, and general obligation bond issues. Mr. Gutting's government service practice focuses on lobbying, public contracting and bidding, property tax regulations, regulatory compliance, and gaming. He assisted in formulating and drafting statutes regarding public conflict-of-interest, purchasing, and construction. Mr. Gutting received his B.S. from Indiana State University in 1974. He successfully completed the requirements for an Indiana CPA license in 1979. In 1985, he was awarded his J.D. by Indiana University School of Law-Indianapolis. He served with the Indiana State Board of Accounts as a field auditor from 1974 to 1981, deputy state examiner from 1981 to 1985, and state examiner from 1985 to 1989. He served on the Commuter Rail Transportation Study Commission, Calumet Township Management Committee, Calumet Township Poor Relief Control Board, County Road and Bridge Law Revision Study Commission, Indiana Board for Depositories, Indiana Interstate Cooperation Commission and Government Efficiency Commission. He is a member of the National Association of Bond Lawyers and the Indiana Municipal Lawyers' Association. He has served as vice chairman of the Long Range Planning Committee of the Government Practice Section of the American Bar Association, chairman of the Government Practice Section of the Indiana State Bar Association, and member of the board of directors on the Indiana Municipal Lawyers Association. He has been a member and chairman of the Utilities Committee of the Indiana CPA Society and a member of its Government Relations Committee. He is admitted to practice before the U.S. District Courts for the Northern and Southern Districts of Indiana and the Supreme Court of the State of Indiana.
