James R. Billings-Kang concentrates his practice on litigation matters, with a particular focus in complex civil litigation at both the state and federal levels.
Mr. Billings-Kang has represented a digital-media company in a legal malpractice suit; advised a financial institution involved in a misappropriation-of-trade-secrets litigation; and contributed to a historic civil rights lawsuit against a state's police department, resulting in a landmark settlement that was the first to require a police agency to compile and publish data for all highway drug and weapons searches. He currently represents a pro bono client seeking political asylum, which has included conducting oral advocacy before an immigration court and filing requests under the Freedom of Information Act.
As a member of the consumer financial services team, Mr. Billings-Kang works on a variety of consumer finance litigation matters, including disputes under TILA, RESPA, FCRA, ECOA and FDCPA, state law UDAP claims, and a variety of common law claims.
He has authored key legal memorandum focusing on issues such as the Securities Act, the Department of Justice's guidelines on conflicts of interests, the U.S. Department of Housing and Urban Development's regulations on mortgagee charges for the closing of FHA-insured mortgages, the State Department's regulations for encrypted data transitioning, the False Claims Act, and pharmaceutical settlements with the Food and Drug Administration for the misbranding of drugs, to name a few.
Mr. Billings-Kang also worked for the Honorable R. Terrence Ney on a variety of civil, criminal, and domestic-relations matters at the Fairfax County Circuit Court in Virginia.
While in law school, he was a member of the editorial boards of the Virginia Journal of Social Policy & the Law and the Virginia Sports & Entertainment Law Journal, as well as an officer of the Lile Moot Court Board and a participant of the Extramural Moot Court.
Community Service & Affiliations
Mr. Billings-Kang is a member of the litigation section of the American Bar Association, and currently serves on the Association's Awards and Subgrants Committee and mentors newly admitted bar members through the Touch 10,000 Program. He is an active member of the National Asian Pacific American Bar Association, D.C. Asian Pacific American Bar Association, and the Maryland Defense Counsel, Inc. In his spare time, he assists high-school students through his involvement with the Washington, D.C.-based Mentors, Inc. Mr. Billings-Kang is also a member of Phi Beta Kappa.
