Biography

Jeb Boatman is a seasoned litigator who represents corporations and individuals in white collar criminal matters, complex civil litigation, and appeals in state and federal courts. During his career, Jeb has overseen dozens of investigations, tried numerous cases to verdict, and successfully argued several appeals. He has experience in several industries, including healthcare, financial institutions, oil and gas, and misconduct by public officials, and he has worked closely with more than a dozen law enforcement agencies.

Before joining McAfee & Taft, Jeb served as an Assistant U.S. Attorney in the Western District of Oklahoma where he oversaw the investigation and prosecution of complex business fraud cases involving allegations of healthcare fraud, money laundering, securities fraud, government program fraud, tax fraud, and fraud by public officials. He also secured multimillion-dollar restitution and criminal forfeiture judgments. In 2010, Jeb was honored with the Award for Excellence from the Council of Inspectors General on Integrity and Efficiency.

Most recently, Jeb served as the U.S. Attorney's Appellate Chief, supervising the office's criminal and civil appeals before the Tenth Circuit Court of Appeals. He has written appellate briefs covering an array of subjects, including complex constitutional challenges, securities fraud loss-valuation issues, and post-conviction matters.

While at the U.S. Attorney's Office, Jeb also served on the Subcommittee on Sentencing of the Attorney General's Advisory Committee, where he helped shape nationwide sentencing policy for the Department of Justice.

Prior to joining the U.S. Attorney's Office, Jeb worked at Williams & Connolly, one of the nation's premier litigation firms. There, he represented corporations and high-profile individuals in criminal investigations and prosecutions, False Claims Act cases, and appellate matters. He began his legal career as a judicial law clerk for the Honorable Deanell Reece Tacha, then-Chief Judge of the Tenth Circuit Court of Appeals.

Jeb currently teaches white collar crime at the University of Oklahoma College of Law and previously taught trial advocacy at Oklahoma City University School of Law.

Representative Experience

· Represented a publicly traded company being investigated by the FBI. Jeb worked with company officials to secure relevant documents (both hardcopy and electronic), conducted numerous employee interviews, coordinated the work of accounting experts, and gave presentations to government investigators.

· Drafted appellate brief raising First Amendment challenge to employment suit against the Catholic Church.

· While serving as Assistant U.S. Attorney:
- Lead counsel in the investigation and prosecution of the former CEO of a publicly traded company for violating a criminal provision of the Sarbanes-Oxley statute, resulting in nine years' imprisonment and a multimillion-dollar restitution order. Jeb also worked with defense counsel, other government agencies, and third parties to liquidate millions in frozen assets to begin repaying the victim corporation.
- Lead counsel in the investigation and prosecution of a real-estate developer for operating a multimillion-dollar Ponzi scheme and failing to file tax returns, resulting in over eight years' imprisonment and a $4.8 million restitution order.
- Co-counsel in the investigation and prosecution a small business and its CEO for criminal tax and immigration violations, resulting in prison time for the CEO and four years' probation, $10,000 fine, and a $150,000 forfeiture judgment for the corporation.
- Drafted brief and argued appeal defending criminal conviction for sending threatening email messages against First Amendment attack.
